Hines has obtained a resolution to grant planning consent from Southwark Council for a new office and residential development at 18 Blackfriars Road in London, UK. 

This project, in collaboration with Foster + Partners and Lipton Rogers, is set to transform a long-dormant two-acre brownfield site. 

Hines UK senior managing director and country head Ross Blair said: “Our plans will transform an undeveloped piece of land, most of which has lain empty for over 20 years, into much needed new homes and first-class, sustainable and tech-enabled offices, built around a central hub which we hope will become a brand-new convening space for the local community.” 

The project will provide affordable housing, free workspace for local businesses and entrepreneurs, and a cultural hub to enrich the local area.  

Two residential towers will offer more than 400 new homes, with 40% classified as affordable, and a third building will provide 800,000ft² of office space.  

The office building will have bustles that ensure natural light penetration and outdoor terraces on every third floor.

This development will feature 20,000ft² of affordable workspace, assembly rooms, educational spaces linked to local institutions, and children’s play areas. 

It will also have a central public space with retail and food outlets.  

The 18 Blackfriars Road development is being designed to operate without fossil fuels, relying entirely on electricity and aiming for net-zero carbon status.  

Ground-source heat pumps will meet 95% of the site’s heating needs. 

It intends to become the first high-rise scheme in the UK to achieve the WELL Community Gold Standard, prioritising the well-being of its residents and users. 

This project also aims to increase local biodiversity by 150%, including the planting of nearly 100 new trees. 

The location is close to cultural landmarks and the River Thames and offers transport links.
